If you think that's bad, Belgium has Grand Travaux Inutiles or Grote Nutteloze Werken as a matter of national policy. Translated to English they're Great Useless Works, and the reason they're national policy is because Belgium's so divided between the Flemish and Walloon regions that it's standard that the government has an agreement that any investment in Flanders or Walloon is mirrored in the other.
