It's an "I Am" Song, so the power is obvious: create a simulacrum of Mikoto Misaka, the eponymous "Railgun".
(If we go with the fan-written Staggers as canon - which I believe we don't need to do - then Doug doesn't have the chance to meet Mikoto until after Eimi's along for the ride, though.)
