Is there anything out there that runs on Windows 10 and converts PDF to Excel locally?

Adobe Reader sends the file to an Adobe server, which is not "locally".

Asking for a family member.

Have you checked if OpenOffice or LibreOffice wil open it correctly, or correctly enough to extract the data? They'd be my first go to for that kind of thing, like GIMP is for images. A browser might even be enough to copy and paste it, but I assume that already didn't work.
