Following the number of discoveries of planets and other objects outside the Solar System, made the scientific community want to share these discoveries.
In late 2015, the British Interplanetary Society and TED Conferences, LCC came together to organize the first event of this nature and prepare for future similar events.
This gave birth to the Annual Interstellar Survey Symposium, short AISS, as a concept. However since this event would mostly attract the explorers of Fenspace, it seemed prudent to host the event in Fenspace.
Using existing contacts between the BIS and Eurofen, Central Station could be won to host the first ISS, and at least three following ISS events.
The first Anual ISS happened from August 22, 2016 to August 29, 2016.
It was hosted by Billy Nye, with some of the main speakers being Mal Fnord of the Soviets, Captain April Roberts of the USS Miranda, Story Musgrave the head of Discovery-Challenger mission of  the Artemis Foundation and Jahne Amundsen of the SS Fram.
Other side events were about starship construction, sensory systems and expedition planning.
It would make sense for this to be the event where StellviaCorp announced their plans to construct a station at or near The Limit, to help with exploration of the space in the direction of Pavo, Hydrus, Tucana, and other constellations near Earth's South Pole...

"Governments have no right to question the loyalty of those who oppose
them. Adversaries remain citizens of the same state, common subjects of
the same sovereign, servants of the same law."

- Michael Ignatieff, addressing Stanford University in 2012
