Re: Risk Evaluations

As requested, due to the ambiguity of the "risk assessments" delivered with my reports regarding the reliability of various superheroes with which we
are in contact with or employing, I have attached a sampling of the full reports for any given risk factor noted, which are available on request at any time.

***

Entry: Valles

Locative Difficulty: Low

Subject has a variety of regular areas of movement and tends to stay close to them when not operating as a hero. Lack of mask provides easy facial recognition
and matching to determine civilian identity and possible places of refuge in event of a departure from Paragon.

Psychological Risk: 4

Subject is included primarily as an example of a bottom range risk. Demonstrated "heroic instincts" indicate potential risk factors in a morally
ambiguous but necessary mission assignments. Slight self-destructive urges considered within acceptable tolerances, though said "selflessness" may
stem from deeper issues incapable of being determined without more in depth analysis.

Neutralization Difficulty: 3

Subject is a Kheldian Peacebringer, with firmly defined power levels recognized in all young members of the species, as well as recognized weaknesses. In case
of rogue behavior, containment is fairly straightforward, and in case of extreme danger, quantum weapons are widely available in Council and other group
weapons caches.

Overall Risk: 2

***

Entry: Panzer Sabre

Locative Difficulty: Low

Subject is not considered canny enough to engage in extensive stealth in case of an attempt to flee. Significant undisguised experience provides trackable
facial features if attempting to use civilian identity to hide. Subject's inexperience with any areas outside of Paragon City likely to hinder any escape
attempts as well.

Psychological Risk: 9

Subject's intelligence is the result of a hodge podge of materials and software and, despite repairs by Net Sabre, is still suspect for long term
stability. Potential breakdowns or berserk reactions in case of a systemic neuro-crash situation or rampancy do not appear to be a major risk at present, but
given previous irrational behavior resulting in considerable property damage (see Incident Report 8450-98), subject is not considered to give significant
warning before erratic behavior may begin, and thus worth surveillance.

Neutralization Difficulty: 7

Subject fits FBSA criteria for Invulerability (Class 15 or T5) and Super Strength (Class 13 or T3), with assorted other abilities. However, subject's
instinctive behavior suggests a lack of true depth to tactical routines, even in observed situations where lower level control programming is in effect. A
standard containment team of six meta-ability possessing heroes should be sufficient to disable and capture subject without much trouble, particularly with a
focus on disabling the invulnerability and power source of her armor and enhancements. Potential upgrade to Difficulty 19 if Subject Patriette is assisting in
escape.

Overall Risk: 15

***

Entry: Patriette

Locative Difficulty: Moderate

Subject is skilled in counter-surveillance techniques and evading tails, and maintains a mask in all public appearances. Notable features of costumed identity
are unshared with civilian appearance. Skintight mask however allows for facial mapping and estimation, presenting an easier target. Considerable enough
intelligence to require planning and significant tracking to locate should subject go to ground.

Psychological Risk: 15

Subject displays signs of previous trauma from unknown event, connected to obvious transgenderism cues. Interviews and operational appearance suggests slight
mental schism via observation of changes in speech pattern and even mild personality component shifts from first appearance to current date. Suspect original
personality slowly going instinct level overwrite. Subject appears to be aware and not entirely accepting of change, evidenced by the length of its
application. Subject has shown tendency to react unpredictably to stimuli tied to above mentioned transgenderism situation. If two risks are linked,
possibility of recursive psychological negative reinforcement is high, leading to overall risk factor due to significant number of unknowns. Third factor is
relationship with Panzer Sabre. Subject seems to draw stabilization from this, but damage to Panzer Sabre could cause a relapse or even full breakdown event,
depending on severity. Overreliance considered possible risk factor, but not enough to warrant an increase in risk level.

Neutralization Difficulty: 10

Subject displays energy sink based abilities that manifest as Invulnerability (Class T8), and superhuman strength. Subject has advanced tactical capability,
and intelligence. Neutralization is recommended to utilize psionic attack or attempts to drain energy from subject in order to more properly engage, though
sufficient overwhelming power of meta variety may succeed as well. Multiple unknowns in subject's history make psychological tactics difficult. Recommend
advanced surveillance and research to determine exact facts in order to revamp analysis. Subject may be aided by Panzer Sabre, bringing combined difficulty up
to 19.

Overall Risk: 25

***

Entry: Superball

Locative Difficulty: Low to Extreme

Subject is loud, flashy, and in many ways entirely incapable of stealth. However, subject's facial features are obscured by featureless, malleable
facemask. Facial tracking is considered unreliable, and should subject remain silent and abandon costume, tracking would be extremely difficult, as no known
evidence of subject's facial features, complexion, ethnicity, eye color, or even definitive proof of gender are available in public resources.

Psychological Risk: 10

Subject's erratic behavior suggests typical insanity and possible manic tendencies, but disconnect between this and subject's combat ability and even
capability of operating solo(documented) suggest behavior is an act. By this hypothesis, entire persona is an elaborate charade being upheld for unknown
reason. Completeness of charade suggests intensive infiltration and deception capability at odds with public face. Potentially paranoid, but notable.

Neutralization Difficulty: 4

If subject can be located (see above), subject's powers are not exceptionally difficult to counter, or the subject exceptionally difficult to disable
through standard tactics.

Overall Risk 10-30

***

Entry: Shizuru

Locative Difficulty: Low to High

Subject operates in plainclothes at all times, and has no secret identity. However, subject is CEO of Fujino Enterprises, and thus has an immense amount of
resources available if necessary to flee country. Potential location of subject would take months, possibly years, at that point if allowed to go to ground.

Psychological Risk: 10

Subject has history of psychotic breaks, and easily discernable psychological weak points. However, subject is also voluntarily undergoing therapy and has
acknowledged previous problems. Said weak points are unlikely to be targeted by anyone else than known criminal elements, and said psychological hangups are
less likely to be triggered than previous incidents. Only the severity and property damage of prior incidents prevent risk factor from being downgraded to 6.

Neutralization Difficulty: 40-60

Subject is limited in power by hero liscense restrictions, but such limitations only exist so long as subject is willing to bear them. Subject possesses matter
materialization abilities to the molecular level, advanced psionic capability, and the instant summoning of a GM-class magical familiar of Demi-Avatar level
power in any location at will. Subject's financial resources are immense, and legal red tape regarding subject's country of origin and status may add
additional hurdles to proper containment through purely legal means.

Overall Risk: 20

***

Entry: Terrence Knight

Locative Difficulty: Low to Extreme

Subject lacks basic appreciation of counter-surveillance tactics or any excessively complex ability to evade pursuit, but A-class magical curse inflicted on
subject allows him to instantaneously teleport to another location, though this ability is uncontrolled and cannot be triggered at will by the subject.
However, it provides difficulty in maintaining pursuit, though convincing subject to remain in one location in necessity of neutralization counters this,
somewhat. (See below)

Psychological Risk: 15

Subject possesses immense rage, contained purely by willpower, though levels are inconsistent, possibly tied to observation of similar entity of considerably
more violent tendencies present in Rogue Isles. Levels are considered extremely hazardous as testified to by attached case files from independent telepathic
and empathic observation. While nothing has happened yet, the potential exists and cannot be discounted. Subject also possesses considerable delusions of
grandeur regarding own capabilities, up to and including solid belief in their cause that is not backed up by any known scientific or magical evidence. This
latter is mostly harmless, however, and unlikely to be a cause of harm to others, directly, though overestimation of his own capabilities and ignorance of
their source might be potentially dangerous.

Neutralization Difficulty: 20

Subject possesses T20 class Invulnerability, up to and including lack of immediate notice to impervium munitions of infantry level when utilized on him.
Subject's offensive capability is limited to merely T6 level superhuman strength, though precise measurement appears to be difficult due to inconsistent
flux in power levels. If subject can be lured into direct confrontation, containment is fairly certain so long as he does not retreat, due to simplistic and
predictable tactical choices, shown to decrease in subtlety as rage increases. In case of rapid need of containment, research is ongoing on enhancement and
amplification of Malta Group technology code named "Sapper Packs" to larger input/output flux.

Overall Risk: 15

***

Entry: Brightsky

Locative Difficulty: Low to High

Subject operates with open identity at all times, making tracking simple. However, subject's independent transit capability make locating definitive
location difficult if subject is aware they are being pursued.

Psychological Risk: 40

Subject has known stimuli that gain an immediate hostile response, mostly due to Rikti. Given ongoing negotiations with the Rikti, this is a heightened risk
compared to a few years ago. Subject has also recently demonstrated that said biases will overcome prior loyalties, common sense, orders from superiors, and
trust in said superiors in order to act on said prejudices, even against noncombatants.

Neutralization Difficulty: 20

Subject possesses supersonic level flight and Omega level control of gravity in a distance of .01 mm away from her body surface. This manifests itself as
superhuman strength (T12) and T1 class Invulnerability. Without hero liscense restrictions, subject has recently manifested the capability to create a gravitic
"sheath" around air molecules and fire them with great concussive force. Despite being fairly low overall in power on average, subject is
particularly capable of using these abilities in creative ways for combat effects, and coupled with her flight speed, make the subject an extremely hardened
target. However, her prejudices make psychological tactics exceptionally effective, especially in convincing her to take on situations for which she is ill
suited or overmatched, lowering her overall threat level.

Overall Risk: 60

***

Entry: Gauche Sabre

Locative Difficulty: High to Extreme

Subject wears concealing full body armor and a full helmet, obscuring physical identification features and vocal characteristics. Has no known social contacts
above friendly acquaintanceship, and has not been seen in public without her armor. Aside from the definite fact that subject is female, tracking her without
the armor is extremely difficult.

Psychological Risk: 30

Subject has multiple antagonistic interactions with teammates, often at minimal provocation. Subject is extremely violent, with the single highest numbers in
Riot Force for fatalities and near fatalities in criminals she aprehends. Percentage of fatalaties is markedly higher in Crey personnel, suggesting a vendetta
or other vengeful motivation. Empathic and telepathic study has, while slightly deflected by psionic shields built into armor, revealed a simmering degree of
hostility with both singular and broadly spread out targets, with a great degree of variation in degrees, increasing over the course of the observation.

Neutralization Difficulty: 8

If subject can be located, standard tactics should be simple to bring her down. However, unlike most, subject has shown the willingness to retreat if at a
disadvantage rather than fight, and seems to have an objective that is more important to the subject than her continued freedom.

Overall Risk: 30

***

Entry: Emerald Blast

Locative Difficulty: Low

Subject operates in plainclothes and has a full name and financial history available upon quick research. Tracking should be fairly simple in case of an
attempt to flee.

Psychological Risk: 100

Subject has acute and easily recognizable psychological problems, is highly delusional, and has demonstrated in the past the ability for these psychological
risks to cripple her at the slightest negative stimuli. Worse, subject's problems are excused and ignored by those close to her, including her current
therapist, because she presents a modicum of functionality and pleasant behavior. Given subject's powers are magically based and directly influenced by her
mental and emotional state, the possibility for catastrophic consequences is severe, and the current balance cannot hold out indefinitely.

Containment Difficulty: 80+

Subject's most recent breakdown had significant statistics for the upper levels of her power output available. It should be noted that the hospital in
which the subject was quarantined and the area immediately around it was in the process of being evacuated when the crisis was averted. However, subject's
own body was not affected in the least by this output, and thus even assigning this point as a "halfway mark" for maximum output is dubious. However,
using this assumption, it can be assumed that subject's maximum output is at least equivalent to the blast that created Siren's Call. Neutralization
difficulty will only rise the further the reaction gets out of control, with the ability to completely evade fallout from the blast, both figurative and
literal, becoming more difficult by the minute. Absolute prevention of casualties and injuries is deemed near impossible.

Overall Risk: 1540

"Oh, silver blade, forged in the depths of the beyond. Heed my summons and purge those who stand in my way. Lay
waste."
This is very amusing. Shades of the classic Batman protocols - but then I'm naturally inclined to compare stuff to mainstream comic books. As a narrative in itself, the matter-of-fact style actually is a characterisation in and of itself, as is the subject matter. It says a lot both about the characters being profiled, but also a fair bit about the character being profiled.

But then, we all know that Sell-Sword is a bastard.

I wanna see someone who's over 9000, though... =)
-- Acyl
Agree with what Acyl said. And also amused at some of the "outside the game mechanics" commentary and observations, particularly on Terrence, Shizuru
and Emerald Blast.

I want to see what he'd say about Cyberman 8, Kara Skye or even Lora'Lai. That would be amusing to me of course.
The "outside the game mechanics" bit is kind of necessary, as despite the fact that Rhea is Sword's most pressing concern(I think the only other one that's demonstrated her level of power and a similarly fragile, potentially unstable personality that Sword would label as a psych risk is Amber), in game, Sword could take Rhea out without slowing down(if Nene's duels with Blasters are any indication) by himself. But, well, that's not nearly as entertaining, and pointing out that if Shizuru snapped, Kiyohime makes a lot of the Giant Monsters look tame by comparison was just too amusing to resist.

But really, while Sword does have the kind of "Batman protocols" for nearly everyone, a lot of them aren't really labeled as psych risks in his book. An example would be, for instance, Gamma. Gamma's powers probably dwarf even Rhea's by an order of magnitude(reflecting Lisa's Rad/Rad compared to Rhea's Emp/Rad), but she's happy, well adjusted, and aside from an unfortunate side-effect of her powers, is completely in control of them. And, similar to Shizuru's profile, Lisa's taken steps to address the problems caused by her powers, which depicts an awareness of her weaknesses and an attempt to address them that makes her less of a risk.

It can be said to be a rather dubious honor when Sword thinks you're crazy enough to warrant a full on risk evaluation rather than just a contingency plan. Contingency plans are "just in case". Risk evaluations are "is it an If or a When?" (Notably, pretty much anyone that rates a 20 or more on psych risk are expected to snap eventually by Sword.)

"Oh, silver blade, forged in the depths of the beyond. Heed my summons and purge those who stand in my way. Lay
waste."
About the only two things Sword doesn't know about Shizuru are that she is a telepath, like Sister Psyche. She tends to downplay that part. and the
"Serpent's Path" her Meta-Personal teleport back home. Which she only uses in private to deal with in-person work back home. Serpent's
Path is from the first of my 3 fics in the works, just so you know Ops.

On a side-note, Sword has some DAMN fine investigative techniques if he knows about her attacks on First District as I doubt they were publicized at all.
Internal Memos maybe, publicized No. Even Shizuru has tried to track those down, with no luck.

I would say, alone time with Natsuki, but Shizuru is "staying away" from her so that they can sort out what type of relationship they have.

Though, i don't know if Bob has Tokiha Mai able to Meta-summon Kagutsuchi or not.

Sword is rather scarily competent, but a lot of his investigative work is fairly simple backtracking. His entire
analysis of Shizuru's powers, for instance, are from contacts in the FBSA. Technically, these files are sealed and
only the FBSA and the person they're about have access to the non-public bits. In practice, they're less secure when you have an "in" with
the clerical staff. So anything she might have left out of her paperwork there (the telepathy, the teleport spell, etc.) wouldn't be there, but the obvious
stuff (her explanation of her sonic powers, her Mind Control abilities) are there somewhere.

The First District stuff and his small body of knowledge about the fact she's remotely unstable at all sounds more impressive than it is, actually. For
instance, he has no idea what First District is, or for that matter, that they were the ones Shizuru attacked. His logic trail is as follows.

- The law of probability suggests SOMEONE got a picture of Kiyohime on a rampage. Random civilian, fleeing plucky reporter, somebody. And it wound up on the
internet, probably with no one knowing what it was.

- That picture inevitably gets tied to mysterious mass renovations of the area that happened about that time, with the typical kooky coverup theories about how
Kiyohime is a queen tentacle alien, spreading her hentai spawn about to reproduce by deflowering virginal Japanese seed for their superior DNA or something.

- Kiyohime's existence, if not its exact nature and source(Shizuru is definitely not mentioning what happens if
it's destroyed on anything, regardless of openess and honesty) are in Shizuru's FBSA records, presumably with a (sealed) file photo.

- Sword has information and office gossip from Shizuru's therapist, as well as basically breaking and entering to get a look at her files and
therapist's notes.

- The following draws together the image that Shizuru, at some point in her past, made a Big Mistake because of a traumatic event, trashed a large section of
Japan with Kiyohime, and the whole event was covered up somehow. Which, notably, one assumes Shizuru is less than open about, even to her therapist. I doubt
that Sword knows about Natsuki at all, except as a close friend from her high school days. However, this suggests that whatever caused her initial breakdown
would only be known to the heroes that stopped her and any villains aware of the events being covered up. Hence Sword's recommendation.

Amusingly, this is also reflected with his recommendation with Patriette, who maintains a huge degree of blackout of anyone knowing.....anything....about her
past, yet broadcasts several signals of someone hiding something rather severe. Sword's recommendations and analysis are almost entirely worst case
scenario analysis because, as he notes himself, they don't know anything, so what's going on there could be
that Patriette's possessed by a demon slowly taking over her mind, for all he knows. Either way, he rates her as a higher risk for the lack of any concrete
knowledge.

Quote:Though, i don't know if Bob has Tokiha Mai able to Meta-summon Kagutsuchi or not.
Never gave it a thought, since I couldn't do it in-game. Note, however, that her Battlecry is "Kagutsuchi!". I don't see why we can't say she can, and it's just the local ordinances against giant monster pets that keep her from doing so.

Actually Ops. Since this is a "new" contract as all Ikasuhime Festival contracts ended when the festival did. I really haven't thought about
what would happen. The only time I've ever written Kiyohime being summoned is in "Save the Last Dance" Which, luckly only has Red Caps seeing
her.

And Bob, Shizuru 'reached' for Kiyohime to protect her Graduation at PCU in Salamantica, forging a new contract. You'd have to write something up
for Mai.

... i really should get back to writing that...

Terr: Whoo I have a relitivly low Threat assesment! I am le harmless!...I dunno if he should be insulted..or relieved his overall threat level isn't higher
*Grin*

He's -alot- smarter than he lets on in the areas of combat tactics and stratagies also excellent situational awareness. Near genius level, yet He chooses
to keep that little tidbit under wraps. Why? because he has yet to actualy -need- to show it, rather keeping that as a trump and instead relying on brute
force. If properly pressured he'll likely slip up and show theres alot more up in his noggin than he lets on Smile

powerful animal instinct granting him fairly high level danger sense combined with a ki augmented reflexes makes him hard to tag with truely dangerous weapons.
Some things just can't be shown by gameplay. Most of his physical abilities and energy generation goes up as he's pushed further into a berserker rage
ala hulk. Of course the Ki generation isn't as big of a concern since he can't use any of his special attacks while in paragon due to the limiter that
was placed on him by the being who dropped him off here in the first place who does still keep an eye on him.

He doesn't overestemate his abilities, he knows exactly what he can do and how much he can handle ((How often have you seen me pick a fight I couldn't
win with him? Smile)) He'll get in over his head if innocent lives or someone he cares for is at risk. 'White knight' syndrome heh. Otherwise if he
feels he's getting in over his head he will retreat or switch to hit and run tactics so concentrated fire can't be sustained on him for too long.

And...Om..you gotta explain the whole Delusions of Grandeur *grin* Right now i'm haveing a mental image of Terr pulling a Kuno with speeches.. and
lightening in the background Tongue
I'm kinda surprised that En isn't considered a potential rouge. Either Sword isn't worried about it because she doesn't try and hide her
instability, or he's willing to send a couple people to their charred deaths to inevitably exhaust her. He's certainly smart enough to corner En into a
sealed environment.

The only other high risk (Braende following along simmilar lines as Valles) worth mentioning, Amber, is eminently well adjusted. It would take rather horrific
devastation of the Legendary to burst her bubble, though if it does Sword's rifle ain't going to do him any good.

As others have mentioned, this says as much about sell-sword as it does about the people he's profiling.

Any hope on seeing a writeup for Decay? I'm interested in your take on the Gamma/Decay dynamic Smile

TF2: Spy
Well, obviously there's a practical limit on what OpMegs can write. He can't possibly cover every single character in the Legendary. Though this seems to be a very popular feature - certainly a crowd-pleaser, as it were, since everyone likes seeing their characters featured in someone else's work. That's part of the joy in shared storytelling and shared narrative universes. As such, even if Ops doesn't pursue this further (though I certainly hope he does), I think he's hit on a good format that could be applied in similar ways by other authors.
With his permission, of course.
But it's a good idea, really. See...I'm reminded of the old Crey website. Before the VirtueVerse wiki, the primary host for CoH community RP profiles was the Crey Threat Database, or something like that. I suspect the wider CoH community found that structure more restrictive than enabling, mind you - and perhaps it is, if people are writing them for their own characters.
It's something rather distinctly different when someone else produces that perspective. In that sense, what Ops has done is really that damn awesome on quite a few levels.
-- Acyl
I agree with Acyl on all points *even if I know nothing bout the Crey Website Smile* OM did a hell of a job for the characters he did write up. Kudos to you
dood!..and Rhea's overall threat level is scary, scary..scary! ALso was surprised at how high Shizuru's overall threat rateing is.

I'll field this one, since Ops and I have had lots of conversations about Terr/Rhea/Sword/etc.

See, one thing to keep in mind here, Terr? This is entirely subjective. That is to say, all of it is Sword's opinion, and may or may not reflect reality.

What he's seen of Terrence suggests that the poor dumb meatshield is highly capable, but ultimately only good at "ARRGH ME SMASH!"

And, well, it's easy enough to manipulate those types, get them at a disadvantage, and take them out. Big Grin

Now, you *say* that Terr is a genius-level tactician, but is keeping it hidden. That's cool. But Sword hasn't seen evidence of him being any sort of
tactician (and, truth be told, I doubt many of the characters, even Rhea or Lisa, have). So to Sword, Terr is a big brick, and while he's a tough nut to
crack physically, he's not really any sort of threat. Just, y'know, stay out of his reach. Big Grin

Make sense?

--"Listening to your kid is the audio equivalent of a Salvador Dali painting, Spud." --OpMegs
Yeah I do say that but I know what your getting at spud and its true. (doesn't help that the actual player really can't act the part >.>) He
hasn't really shown anyone that side of him, and probably won't unless either A no one is watching at the time as he's plannin. Or B, he's not
really given any option.

Other random note. Can throw objects with scary accuracy and velocity..but give him a gun and he's a joke..Can haz stormtrooper effect!
I don't expect Ops to manage all the characters. I don't have that good a whip. Either way though, I say it for as much my speculation as prodding him in more directions.

And Terr: The term for that is 'A-Team Firing'. I don't think you could sit still long enough to graduate from the [url=http://allthetropes.org/wiki/Imperial_Stormtrooper_Marksmanship_AcadamyImperial Stormtrooper Marksmanship Acadamy[/url]

Re: Risk Evaluation: Emerald Blast.

I had Neko make a brief visit to what she calls the 'Inter-dimensional Magical Girl Advisers Guild' and ask around, even trade in a few favors for
information, just in case Rhea's stuffed toy really is a magical adviser that's such a master of disguise, even telepaths and minor gods are fooled.
Unlikely, but not unheard of according to Neko. Everything she dug up indicated that there are no advisers assigned to Emerald Blast, officially or otherwise,
and the only action taken by the Guild is to keep any troublesome creatures out of Mister Whiskers. There was the suggestion of an adviser being assigned, but
the risk of disaster should the act clash with Rhea's own delusions have led to the plan being voted down.

So, to answer that tiny little voice in the back of your minds that pointed out that we've all seen odder situations, yes, Emerald Blast is indeed insane.
Based off what we've pulled together before now, the cause for her condition is understandable, the sort of thing you have to sympathize with, and it's
a minor miracle that her mind was able to create a delusion that allowed her to function to some degree, even if only by Paragon standards. We've all
(Except you Sword) humored her in the past, allowing her that little delusion, because we felt sorry for her, cared for her and wanted to see her maintain what
stability she has left, or simply because we're not willing to risk breaking her worldview and the consequences of what follows. We can not allow this to
continue. Right now, it's only a matter of time before something happens to Mister Whiskers, even as simple an accident as the incident with the Medicomm
teleporter last year.

I've had Nene peek around inside the Legendarys private servers - nothing too hostile to annoy them, merely some quick recon - and I'm not liking what
she found. It's possible they keep it extremely well hidden, which is possible given Terrence's rank in the organization these days, but we found no
plans in the event of Emerald Blast losing her last grip on reality. I've discovered that Longbow has her home under casual surveillance, but their own
abilities to respond are minimal at best, given the bulk of their meta-combat forces are in the Isles. As such, it seems entirely possible that Riot Force will
have to respond, especially if the inevitable takes place inside Paragon itself.

With that in mind, we're going to need to be ready. We already have rough plans for a Rhea-disaster, but we need them refined. Containment is the first
option, with lethal force being considered only as a last resort, especially given that we have no way of confirming that killing her will stop the nuclear
reaction. I currently have Miranda working on captured Sapper weapons and detention bubble technology recovered from the cleanup operation taken against Creys
attempted Buma development program. Both of you have full authority to recruit anyone you consider trustworthy and necessary for this operation. Keep in mind
that any response to Rhea losing it will likely force us to take on members of the Legendary, most notably Terrance and Gamma Emission, both of whom would
likely try to stop us so they can 'calm her down', never mind the fact that it may well be impossible to do so. Therefore, countermeasures for the
other members of 'Hero Sandwich' are critical to any plans we develop, along with preparation for the consequences, which may potentially include Riot
breaking coalition with the Legendary and its allies. Silicon, I'll need to know which the the 'Final Mode' plans for the Sabres can be expanded to
include other members of Riot Force, should the organization itself begin to fragment, due to the close ties many of our people have with the Legendary.

Let's hope it doesn't come to this, that we can figure out a way to get Rhea's brain back on track before the big bang happens... but if it comes
down to it, I'd rather have her blood on my hands then all of Steel Canyon because I wasn't ready for what's obvious.
umm wow. something that just came to my attention as I was re-reading my notes for "Plasma Flare", IE Plasma's orgin story. In the end, i have
her shacking up with Shizuru, and in the next "Ficlet" i have them working together. I know you might not have known that, they tend to keep it
low-key, Silicon definately does.

Now, as for what that means, well. Meta-wise, they partner up when they can, though seeing as they both, umm, suffer from lack of playtime (Even with I16,
durn you new ideas), its not often they get out together. Though if someone were to attack one, the other is off to support them as fast as they can travel.

*blinks on a reread* Wait, V-chan does wear a mask in the field. Granted, it's the 'eyes and cheekbones' domino-style rather than a full-face cover, but she's still got one. For the rest, I'm guessing that Sword never looked close enough to dig up the fact that her Paragon City University student registration and the civilian identity built off of it were 'Witness Protection' flavored fakes...

Still, this is an awesome, awesome idea, and it made me realize a couple of things about one of my characters (demonic archmage Themaria Dist) that I hadn't - namely that she's got both the paranoia, the 'coldness', and the skill to latch hidden 'knockout' or 'monitor' spells on her SG-mates and co-workers just in case. If she refrains from doing the same to her foes - and honestly, I'm not sure yet - it'd be only for legal reasons.

"V, did you do something foolish?"
"Yes, and it was glorious."
Well, Sword's a busy man. He's mostly focusing on the crazy ones Smile
Terr isn't crazy Smile He just has enough bottled up rage the hulk would be proud of him Smile
....Terr....you do know that suppressed rage of that caliber is arguably more dangerous on most psych screenings than a delusional like Rhea?
