A couple of comics are available now which have some material that can be mined for IST inspiration, they are:

Chimera  http://www.soloendeavour.com/ which has a bunch of UN sanctioned mutants employed in a way very similar to the IST's.

Magellan http://magellanverse.com/ which centers around the academy used to train metahumans for use at various embassies around the world.
