And what are the circumstances under which she gets it? Is it delivered by one of Luna's backflips?

Yes.
IIRC, Ami asks Luna whether Usagi shouldn't have the computer instead, but Luna assures Ami that she's a better choice to keep and use it...

Damn. How did I miss that? I have absolutely no memory of seeing Ami get the computer that early -- and I have the entire uncensored first season that ADV put out a couple years back. Argh. I'm going to have to rewatch that.
