With this song, Doug can summon enough for "Johnny" to build a big snowman. However it only works on Christmas Eve, the rest of the year it just back fires.

That would be Frosty the Snowman.
Snow for Johnny, is more of a prep the field type of song.
A minor weather control effect: Snow Only.
And I like the idea of "Frosty The Snowman" producing a snow golem. That's nicely twisted.

Would the Classic "Winter Wonderland" summon a snowstorm?
And also would "Rudolph The Red-Nosed Reindeer" produce a Rudolph simalcrum?

I'd expect "Winter Wonderland" would just summon the snow -- already in place, not falling.
"Rudolph" -- mmm. Let me think on that one.

Erm... not so minor weather control. According to the lyrics, the snow arrives the next morning.
So figure about 4 - 8 inches of snow within 300 feet of where the song was played. Collateral damage would probably be a reduction of 2 inches in snow level every 50 to 300 feet after that.
I have trouble justifying "delayed" effects to myself -- it just doesn't jive with how I visualize his power working. I'd rather have it just start manifesting snow right away.
As for Rudolph, I suppose a simulacrum would be a lot of fun, at that...
