I've been listening to far too much old electronica recently and this just won't leave my head.
So I'm going to infect you guys with this idea in the vain hopes that it will leave me alone.

(listing the lyrics of a daft punk song is like doing interpretive dance about particle physics, so I have included youtube links to their videos)

Harder better faster stronger:
Work it, Make it, Do it, Makes us
Harder, Better, Faster, Stronger
More than, Hour, Our, Never
Ever, After, Work is, Over

Work it, Make it, Do it, Makes us
Harder, Better, Faster, Stronger

Work it harder, Make it better
Do it faster, Makes us stronger
More than ever, Hour after
Our work is never over
(repeat this 15 times)

powers: upgrade existing mechanical device (maybe even venturing into Steve Austin territory)

Technologic:
Buy it, use it, break it, fix it,
Trash it, change it, mail - upgrade it,
Charge it, point it, zoom it, press it,
Snap it, work it, quick - erase it,
Write it, cut it, paste it, save it,
Load it, check it, quick - rewrite it,
Plug it, play it, burn it, rip it,
Drag and drop it, zip - unzip it,
Lock it, fill it, call it, find it,
View it, code it, jam - unlock it,
Surf it, scroll it, pause it, click it,
Cross it, crack it, switch - update it,
Name it, rate it, tune it, print it,
Scan it, send it, fax - rename it,
Touch it, bring it, Pay it, watch it,
Turn it, leave it, start - format it.

Powers: transfer data from one stored medium to another in Doug's area of effect. The more complicated the effort (reading data from an encrypted hard drive vs scanning a book) the larger chance that said device may suffer damage before the song is through. This song is not necessarily nice to electronics or other devices with fragile components.

Thanks to http://www.animemusicvideos.org/members ... hp?v=24002, I can never again hear that song without thinking of AMG. Your idea for a power works very, very well, but I can't help but think of this one for "conjures simluacrum of Skuld"...

"Governments have no right to question the loyalty of those who oppose
them. Adversaries remain citizens of the same state, common subjects of
the same sovereign, servants of the same law."

- Michael Ignatieff, addressing Stanford University in 2012
Well, why not a simulacrum of Skuld which then does the upgrade?
