To expand on his description, the setting is the CMC inserted into the cartoon Jackie Chan Adventures, humanized and apparently adopted/raised by Uncle Chan (maybe Jackie as well).  It's Uncle speaking in the quote (which makes it flow/sound differently than if Jackie had said it, the way I first imagined it).
