Amazon is working on a new service, Kindle Worlds
Here's a pretty good write-up about it.
The big takeaway in the details is that Amazon gets full copyright rights to your work, and no crossovers either.
Well, something is better than nothing and maybe a lawsuit.

.... I'd only use it for fanfic of a property that is downright fascist about their IP protection. Say, the works of Edgar Rice Burroughs.

I'd stay away from it entirely.
ETA:  My real concern is for the writers of fanfiction set in properties licensed through this, but who chose not associate themselves with Kindle Worlds. Will the existence of a "legitimate" outlet for fanworks of those properties make those who go their own ways ripe targets for legal action?

I would hope not. If anything, there is still the crossovers loophole.

Didn't the Baen Free Library have trouble with charging zero cents for their works when they partnered with one of the big distributors, as well?

Yes. They had to end up making "new editions" for Amazon to release, that had something different about them. Usually just new author's notes, or an extra map, or something.
