Hakone loves Evangelion. It brings in the tourists. Even if Tokyo -3 is a Golf Course. It's also a well known scenic location with hot-springs and awesome driving roads so you don't have to admit you're going there solely because it's the location for NGE.

Many of the locations shown in the anime were explicitly modeled on real places in the Hakone area, including Shinji's school, the ropeways and the Hakone-Yumoto station itself (Episode 19). There're maps available that show exactly how Tokyo-3 fits into the existing geography. /evageekness
