My Virtue character "Some Random Schmuck" has a random costume (naturally enough). Actually, it didn't turn out too bad. Come to think of it, most random costumes aren't too bad -- they tend to be color coordinated, mostly. This guy looks nasty enough that he might have been deliberately built that way, possibly on a random base.
