AP: Daring defection of North Korean soldier captured in dramatic video

It's also improperly spelled. It's casus belli.

And seriously, the Korean War is technically still ongoing. There's no peace between North and South Korea and their allies, there's an armistice. There's a difference. This means that technically POTUS can start military operations right now if he wanted to and the Joint Chiefs of Staff didn't tell him no. And given how Congress gave away their monopoly on declaring open hostilities against an enemy nation after 11th of September 2001 to the President in the interest of national security interests even if the war wasn't still technically ongoing he still would not in all likelihood require Congress to declare war for him to order the military in.
