Plus I can think of very few hypothetical occasions where Doug would be willing to torture people in that way.

Power - I see this as a 'Induce complete calmness and relaxation' type song, that would allow people to remain calm and composed in absolutely any situation, even the most terrifying or tortuous ones. The reason it's a depends-on-circumstances one however, is I get the feeling that it might also do it to a fault - i.e make people not care about the building about to fall on them or the person about to kill them. Also depending on how Doug's gift analyses the song it could also have much bleaker effects - if you know the backstory the song is actually depressing as hell.
