I think the thread that the author is missing is not realizing how profoundly fucked the American government is. Like, he's ascribing this to Biden, which is to some degree fair, but at the same time is largely a product of the circumstance he's in. To pass a bill, he needs the support of all 50 senators of his party, because the other 50 will never vote for any substantial policy bill. Someone wants "buy American" -- okay, that's in the bill. Someone else wants to protect American fossil fuel interest over Canadians? That's in the bill too. Someone wants to stop a pipeline in exchange for their vote? Okay, no pipeline. Everyone's a squeaky wheel, because they can be.

My TL;DR is Biden doesn't give a fuck about Canada because he has no fucks remaining to give; Congress consumes all fucks.

He wanted the big chair, knowing what was involved with sitting in it. He has to carry out the entire job, not just part of it. (His immediate predecessor set a bad example there.)
