Having just watched another couple of episodes, it might be interesting to have Doug in the world of Legend of the Four Kings, quite an old anime (1991 in japan, english release in 1995) but overlooked in my opinion. LoFK is about four brothers who possess special powers because although born human they are actually dragons - and that's eastern dragons, meaning practically unstoppable elemental forces. Naturally there are lots of people - government, underworld. international conspiracy etc, who would like to get their hands on this and there are some pretty messy confrontations. Worth getting your hands on just for the characterisations.
Somethign else that occurred to me was that since Step I is probably not going to be made available, maybe anotehr step should put Doug in an seting other than modern or post-modern urban. Even if you don't use a fantasy setting, something like Sakura Wars would be an interesting change of pace."How can I be this kick ass strong?! Powerful! Handsome! Charismatic! Gorgeous! Oh, Gods... I'll have to find a copy of "Four Kings" -- I've never heard of it before.
"Sakura Wars" might be fun... but I'm half-afraid I'll have to live up to Gryphon's version.
And referencing your sig, we can always throw Doug into the "Bastard!" world and watch him get squashed like a bug while laughing his ass off at the spell names...

Gah, I had a really good response typed up and then AOL died and I lost it.
re: bastard. well, why not? Doug would probably fit in fairly well. He's not the most powerful Warrior anyway, but he's more flexible and he might find himself in a similar position - useful because his magegift functions quite differently from the local magic systems.
(I've even got D20 writeups of some of his spells, they were in the back of one of the Viz manga)

Going by the level of cross-forum polination that's 'bout, I'd be thinking that you'll be right, Bob, but then what 'bout those that haven't seen Sakura Wars or catch Gryph's version of it. That's where your room to play comes in, as its from the Steampunk genera you've got more sources that you can borrow from (i.e. Kia Asamiya's Steam Detectives).
While leaving Gryph to tantalise us with Crimson Lizard and other productions from Kanzaki Films.

BTW, pure coincidence. Our local Blockbuster had the first Sakura Wars (sequel) DVD available in the pre-viewed sale section; I stumbled on it entirely by accident.
Of course I grabbed it.
Haven't watched it yet -- just got done watching "Sweet Home Alabama" with Peggy, and it's almost bedtime for me. (With my work schedule, weekends are the only times I get decent amounts of sleep.)
BTW, "Sweet Home Alabama" is a good film, if you haven't seen it. It's remarkably cringe-free for a romantic comedy, and I enjoyed it quite a bit. (No, I'm not sending Doug there, either, although with all the lightning zapping in and around that movie, he might be pretty much at home. )

Maybe have Doug drop into the Galaxy Angel universe(anime).
While there, sometimes his powers go even stranger and have effects that really should not have sometimes. Other times they are normal.
Such as Lightning Hand causing everyone's hands to shoot out bolts of lightning randomly or the Godizilla song to summon a dozen tap dancing dinosaurs.. The trick is that the reason Doug's powers are going so wild is that he is near one Millfuelle Sakuraba. How long will it take Doug to figure out that the reason his powers have gone so wonky is because of Millfuelle's extreme luck(both good and bad)?
A casino owner had rigged a roulette wheel to fall on black, but Millfuelle's luck caused a meteor to hit the casino. Millfuelle was unharmed and the impact of the meteor caused the ball to jump from black to red. Or when a runaway sentient tank fell off a very high bridge, a giant monster burst through the streets below and got beaned, breaking the fall of the tank.
There's also that stuffed doll with the brain of a sentient missle that hits on Vanillia H.

What about a short stint through Monty Python's Flying Circus?
Doug appears in the middle of a random sketch say, argument clinic, wonders what the hell is going on, goes out the door...
...just in time to hear, "...THIS, is and ex-parrot!". And so on, and so on, through more doors and more sketches until he stumbles upon the Python song (insert your favorite hear) and finds his way out.
Or how about a lovely side trip with Jay and Silent Bob?

I tend to slip 'the Usual Suspects' in as the mental sidebar for 'the pre-readers' for most groups. Which is a bad thing.

I'm not sure what Doug could do here, other than frighten the locals. With the exception of Tahbito, Fuwa and some beings that show up in the last manga , every living creature is like Tina. fish, wolves, dolphins, cats, frogs, etc.
The locals would be scared of Doug. Excluding Tina, they are afraid of Tahbito.
