Just because the technology's public domain doesn't mean the expertise to create it exists elsewhere. Yet. And there's a need, so...
May 15, 2014: The Artemis Project announced today that it is selling NASA's inflatable habitats to anyone on Mars, Luna, or Ceres who wants one, at "reasonable rates". Buyers who live on other planetary bodies will not be turned away, but the vendor cannot guarantee the product's suitability or safety in those locales until after on-site tests have been completed.

well there is not much weather out in space, so a service like this would not be that nessecary on that front. However tracking dangerzones such as boskone would be helpful and it does seem like Great Justice would do.

Metor storms should be part of the navigational database since they are in orbit just like everything else, and it's doubtfull they could do much to a handwaved hull.
Solar flares however propegate at lightspeeed or very near to it, so you would need several monitoring stations around the sun to give just a few minutes warning.
The heaver particle eruptions go between 0.3 and 0.1c so those you could send a warning for and they could be evaded or at least ameliorated by just turning away from the flare at max speed. Still if handwavium hulls aren't very nearly immune to that kind of bombardment fenspace would be impossible.

The database probably started as several smaller databases, maintained by the various groups mentioned. At the time of OBJ, several people would probably come to the decision to incorporate all of them. Buckaroo probably has the processing power and memory to keep it up and release regular updates, but they would be limited by Blazer traffic and communications.
