Wikipedia's list of people born in 1982 has 11,625 entries... a few too many to just wade through the list and pick appropriate actresses.

Their list of American child actresses has 1,190 entries.

2011 - A Certain Magical Railgun (animated, Japanese) -- Chronicles the adventures of Misaka Mikoto, a prodigious young sorceress with unprecedented mastery of the Lightning element, as she attends Tristania Academy of Magical Arts. Touma is accompanied in these side tales by an odd young girl who has memorized entire libraries of the darkest of scientific researches, and is in hiding from several unscrupulous researchers who wish to make use of her knowledge - Agatha Heterodyne.

I just noticed that I never came through on the "category intersection" thing: MediaWiki's built-in search accepts terms that start with "incategory:", which does what you might think. So searching for incategory:"American child actresses" incategory:"1982 births" yields a search result that lists all the pages for American child actresses born in 1982, like so. It seems that there are only twenty-four, which would be considerably easier to grovel through than the thousand-plus mentioned as the count of notable 1982 births. If we want to cast a slightly wider temporal net, there appears to be thirty-two American child actresses born in 1981, and twenty-six born in 1983.(Edited to fix issues caused by quotes in the URL.)

So... sticking only with the first set, who could we cast as Rei and Makoto? I'll admit that I don't recognize most of the names on that list, but doing a quick once-over, I've found photos of Elisabeth Moss that suggest she could at least pull of Rei's look. Then again, with the expanded list, we could have Natalie Portman as Rei...

She's 5'7" -- an inch taller than Makoto's canonical height. and probably was about that height at 17. The question is, were the other girls short enough that there's a visible difference? I didn't cast Kirsten Dunst and Ariana Richards with height in mind, unfortunately...
