Simply put, in the final episode of Season Five of Buffy the Vampire Slayer, the villain created a giant portal that, if unchecked, would fuse every universe into one giant conglomeration. Buffy stops it by killing herself before it can do so, but before she does, a dragon escapes. In this timeline, that dragon is Nicol Bolas, and he plans on using the portal to gain Infinite Power from the multiversal collapse and in so doing regain his former status as a godlike energy being, like he was before the Mending nerfed the power of the Planeswalker Spark. So, he teleports Buffy into the ocean with a glance (to prevent her death from closing the portal), and sets about absorbing the Infinite Power.

Then Q, Oma Desala, the Wizard Marshall Zelretch (from the Nasuverse), and Luna (from the RPG Exalted) show up, having sensed the dimensional disturbance, and promptly get into a scuffle before the first two escort him to higher planes of existence to discuss things with other nigh-omnipotent beings, while Luna and Zelretch try to contain the dimensional damage and more and more entities show up to help them. Primus, from Transformers; Ed Greenwood, Elminster, Raistlin, and Mordenkainen from ADnD (there was a story in an old Dragon magazine about them all regularly meeting for tea at Ed Greenwood's house); Princess Celestia from My Little Pony: Friendship is Magic, and so on and so forth. Nyarlthotep showed up to troll everybody, but didn't actually help overly much.

They find that while the merging is too far gone to entirely reverse, they can prevent the more ludicrously powerful universes from merging (like Gurren Lagann, Dragonball Z, Asura's Wrath, the Culture, the Xeelee, and so on and so forth), and destabilizing things too much. They also find that they can prevent the universe from imploding into a point of infinite under the weight of all of the infinite variations of every person ever simultaneously existing by selecting the "stongest" (which is to say, most canonical) timeline from those of the universes merging into it, and in the case of those with no real dominant timeline (like Mass Effect or Fate/Stay Night), it selects from the best ending for each character (which was a contribution by Princess Celestia, and resulted in the occasional bit of strangeness like both Paragon mShep and Renegade fShep simultaneously existing). Additionally, they prevented the merging from wreaking massive geological destruction by causing those worlds with divergent geography (like most fantasy worlds) to integrate based on thematic similarities and available landspace; for instance, Rokugan wound up in China since Japan is too small, and Khorvaire wound up in North America, while Xendrick fused with South America.

In orbit, things are simpler; Luna had already eaten or seduced and absorbed every possible Lunar god in the entire possibility of Lunar gods, and that cut down on alternate moons, though the Earth still wound up getting a dozen extra moons and a planetary ring from Khorvaire, along with the Mi-Go's hiveship from Cthulhutech. Settlements were rather more confused, as the Fen suddenly found themselves sharing the moon with people from a bunch of different Gundam Franchises, Transhuman Space, and Eclipse Phase (along with Luna's assorted subservient lunar spirits); the folks on Mars suddenly find themselves an extreme minority as they suddenly find themselves amongst over three hundred million people, most of which come from Eclipse Phase and Star Trek. Those inhabiting relatively minor asteroids do better, though some degree of fiction is likely on more major asteroids like Pallas, which is pretty much a colony of Transhuman Space's Chinese, and liable to be rather confused about why the surface of their asteroid suddenly has an atmosphere.

And amidst all this chaos, the Fen are alternating between "Oh fuck, an alien invasion, and at least three different varieties of killer robot hordes", "OMIGOD I COULD ACTUALLY MEET PICARD", and "With all these different transfictional Earth governments around, we need to take action to prevent war from breaking out over who is really in charge".

Edit: More importantly, Season Five of Buffy is not going to go the same way in the Fenspace metaverse that it did in the TV series, because of http://www.accessdenied-rms.net/dw13.shtml]the presence of Doug Sangnoir.

Maybe so, but the thing with the Apocalypse in that season is that it threatened everything, everywhere. If Glory had succeeded, every possible alternate universe and plane of existence would fuse into one big super-universe (and then probably promptly imploded into a black hole of infinite mass); that she even attempted it is a testament to just how stupid she really was. So, even if it'd go differently in the Drunkard's Walk Buffyverse, the Buffyverse that triggered the multiversal fusing could easily have been entirely unrelated to Sangnoir's interuniversal journey. That it turned out as well as I posit is due to the active efforts of beings like the Wizard Marshal Zelretch (whose power is the manipulation of alternate worlds), Luna (who was born by defeating or seducing and then absorbing every possible moon god(dess), and is the god of the boundaries between Creation and Everything Else), and Yukari Yakumo (whose power over the manipulation of borders includes conceptual borders, like that between the past and the present or fantasy and reality).

Since it is the crossover that brought me to fenslace, yes, it is out.
That said, while I love crossovers, multi-crossovers almost never work out well; I can only think on a couple good authors offhand, but the usual end result is an unreadable mess.
A single fenspace/buffy crossover from that incident is likely to have better results.

I can think of four character-based stories that could be written in this setting, off of the top of my head.

1: The Battle of London, as the Commander Shepards fight Reaper Husks, Nazi Vampires, leftover TITAN warmachines and Exsurgents, and Skynet's Terminators, with the assistance of the Mage's Association and the remnants of the Hellsing Organization. Possibly intercut with the orbital battle against the Reapers, as the Fen and other Sci-Fi factions come to help.
2: Emiya Shirou went to sleep with two naked women, and woke up with five. Then he goes into the kitchen and discovers that his adoptive family are no longer dead. Personal drama ensues. Possibly followed by action-oriented drama, as the Chrysalis Corporation comes to town to exploit the magical properties of the Fuyuki spiritual land for an ominous magic ritual.
3: A diplomatic party from Earth heads to the capital of the Humankind Empire Abh, with the hope of preventing a war they cannot win. Said party likely includes Paragon Shepard, Captain Picard, Elizabeth Weir, and possibly a Fen android lookalike of Lafiel, if someone's made one.
4: SMoFs react to reality turning upside down, and work to bring about a peaceful unification between the various Earth Governments. Things don't go quite as planned when the Dragonblooded Host, having repulsed the Rapine Storm with the assistance of whatever's left of the NEG military in the area, the Transhuman Space Chinese government, and the armies of Rokugan and Sarlona, promptly use their social magic to wind up taking control of the country (the Inspired deciding to play the long game, and interbreed their Empty Vessels with whoever takes control, and gain control of the government by possessing the next generation).

You're missing the point in a big way. That sounds more like a grimdark Undocumented Features-type thing than Fenspace.

This would not work out well. 
- overlaying large chunks of other worlds onto Earth would involve erasing the territory (and occupants) previously there
- this sort of thing is gonna make _somebody_ (or several unconnected someones) decide it's the End Of Days and try firing off the Nukes
- the massive influx of population to the solar system would likely overwealm the food supply.
- massive fighting everywhere as there will be far too many sides completely unwilling to bow to the authority of unknown or 'fictional' powers/governments
- not to mention that if you're only merging the 'strongest/most canonical' timelines, then Fenspace probably wouldn't be included in the first place; it's an outlier, an abberation amongst various mundane timelines.
- It becomes a contest of who has the better technology, cause Khorvaire's magic ain't gonna mean shit against an orbital bombardment.

The entire proposal is too ill-defined. Either you need to declare exactly what gets ISOTed in before you start writing (instead of "let's do a crossover with everything ever all at once!") or start small and then reveal entire ISOTed planets once the crisis is dealt with and the Fen go back to exploring. (I'm not sure the Fenspace Collective can pull the latter off, but at least it isn't more ambitious than Undocumented Features.)
So this needs a massive rewrite and clearer guidelines before it'll be even considered. But given that we already have two or three large-scale Infinities side-projects on the go, adding this one (which, as I said, is at least as ambitious as Undocumented Features in its basic premise, before you add in Handwavium) is unlikely to happen for a long while.
