So, Nene's current build is by no means inefficient. As a Kin/ Defender, her primary's abilities are second to very few in utility, and her end drain is built around, as Wire said, "taking big honking bites". However, while I use Power Boost considerably, the other Power Mastery powers didn't really test out like I expected, so I'm considering respeccing her into Electrical Mastery instead. Visually, this gives her Charged Armor instead of Temp Invul, which is zappy instead of shiny. Also, it gives me an excuse to get rid of all her red SOs for cash.
Anyway, this is the build I have in mind. 50 IOs are there simply because I expect to hit Emet up for them post respec anyway, and incorporates what few set IOs Nene has.
What I'm looking for here are possible slot optimizations and set bonus advice.

Transfusion - 4x Numinas (End/Rech, Heal, Heal/Rech, Heal/End/Rec), and one Efficacy Adaptor Rech/Acc. If you can add a slot, get two Efficacy Adaptor for more

I'm gonna treat these two as one power, slotted twice. You can vary the enhancements you get from the sets to influence 'flavor' by more +rech or
+dam or whatever, but.. check this out

3x Devastation, 3x Efficacy adaptor nets a total of 3.38% MaxHP, 1.5% recovery, and 12% regeneration

Or

2x Devastation, 3x Efficacy Adaptor, 1x Tempest: Change for End Drain

What? Yep! and it's a 25% proc! you lose a 2.25% MaxHP set bonus, but.. End Drain!

Siphon Power - Nothing here, unless you can give it more slots. Concentrate more on rech and less on acc

Siphon Speed - 2x Tempered Readiness can squeeze you in 1.5% recovery, at the cost of some rech on this power.

Personally, I think Siphon Speed is a boner of a power - I wouldn't waste my time on it.

Increase Density - 2x Steadfast Protection, 2x Impervium Armor, 2x Aegis

We're slotting for set bonusses and uniques here, and ignoring stats. We still end up with ok-ish resistance

(2% drop for this slotting, real world).

We, however, net 4% recovery, 3% Def (all), 6% Psionic Resistance, and mag 4 KB prot.

Ball Lightning - no Tempest on this one, but we're gonna 4-slot Efficacy Adaptor for 10% regen, 1.5% recovery, and 1.13% maxHP - adding 2 Posis makes it
hit a little harder, and nets us 2.5% more recovery.

less damage, more acc and rech and end.

Combat Jumping - end IOs in CJ are wasted.

4x LOTG, including the unique, and the Kismet Accuracy unique. BIG MONEY, but we just added 10% regen, 1.14% max HP, 15% global accuracy, and 7.5% rech bonus

Super Jump - eh.

Hurdle - a slot would be nice. 2x 50 Jump IO in Hurdle is the 'sweet spot', IMO.

Health - ....where's the slots? if you only get one slot, put the Numina's unique in it, and call a doctor.

Stamina - I prefer Performance Shifter here. 4 slots in it gets you 2.5% recovery, the delicious proc, 1.88% MaxHP, and 5% run/jump/fly boost

Speed Boost - 6 slot this with Runspeed IOs.

I kid.

with only two slots here, franken the End Mod/Rech from Efficacy Adaptor and Performance Shifter, for a wee stat boost.

Aim - finish the Adjusted Targetting set for 7.5% status reduction, and some sweet recharge!

Transference - Everything from Performance Shifter except the proc, Endmod and Endmod/rech fro Efficacy Adaptor. Slightly smaller bites, but take them more
often and be more accurate.

oh, some set bonusses, too.

Tesla Cages - I put purples in here. the Hold purps should be relatively cheap, and that 4% recov is delicious. until then, make up the set with some hold IOs.
fill it out with 3 Efficacy Adaptor for some more recov, more maxHP, and smokin' rech. (I gave up some acc for some hold and some rech and some end)

Short Circuit - 4x Performance Shifter for comparable stats and better set bonusses.

Fulcrum Shift - no argument here, unless you can give it more slots

Acro - toss an end IO in there if you can, if you need. it's kinda spendy! with the mag 4 KB prot, you should be able to afford losing the KB io

Thunderous blast - fraaaankenslot! More Rech, less damage. Screw end reduction, it's a tier 9.

managed to squeak in some MaxHP from Efficacy Adaptor and some recovery from Posi's Blast

Electric Fence - PURPLES.

the Grav Anchor is an affordable purple set, and Grav Anchor: Chance for Hold, is..

It's freaking AWESOME.

oh yeah, you get 4% recovery, 2.5% fire/cold resist, and 15% accuracy (global). booyah.

Charged Armor - Aegis Resist/End, Impervium Resist/End, Impervium Resist. I can has recovery and an end savings?

Power Sink - we've slotted out on Efficacy Adaptor (silly 5x limit!), so Performance Shifter it is!

Thunderstrike - frankenslotted, for 53% dama and rech, instead of 38.

As a Kin/ Defender you really want to be focusing on To Hit bonuses and Accuracy bonuses. That's what my /Kin Controller is doing. The logic being that your primary needs to actually hit the target to work, whether to heal, debuff, drain, or alike.
So look out for Acc and +To Hit first. What next? Recharge to cycle powers fast. Then +HP to help the Heal. /Elec is an end drainer so +End might be a consideration too.
From this we now devolpe a build. Since a respec is being used a few slots can be shuffled around as needed.
Given the information detailed recently in the Jelidan thread... pick a minimum effective IO set level and then slot according. This level is the minimum level that non-purple bonuses will work. Lets pick lvl 30. Hence IOs are set to lvl 33 or higher. Adjust to suit.
Be warned I made this build at 1:30AM in the morning... so its got it's quirks. What I did is I took Wire's build, removed all the slots like in a respec, then put them back in place and then put the IOs in and then moved some around as needed.
This suggested build does however offer some advantages and have a few key points that I'd like to point out. It also differs in the following:
  • Extra Slot for Transfusion
  • Accuracy, Accuracy, Accuracy!
  • Purples!
  • Nothing over the 5 times set bonus cap
Specifically the breakdown is as follows:
  • Transfusion
    • For above lvl 30 I personally prefer Doctored Wounds over Numina, mainly for the Terror Resist and that its cheaper. However Numina does have a larger heal bonus. The extra slot for Accuracy when combined with the total Accuracy set bonuses give a heal that is almost guarenteed not to miss. Ever. (You just got to remember to use it on a target that's not about to get pasted - that was forever my challenge on my /kin troller)

  • Charged Bolt and Lightning Bolt
    • Used Thunderbolt (pun not intendend) mainly for the Accuracy bonus, but they also come with a neat 2% end boost. Had to change to Performance Shifter for Lightning Bolt, due to cap issue with Transference, but that then gave a slight minor speed boost.

  • Siphon Speed
    • Although I have put a set in there, what I -really- would suggest, if you can let the Accuracy bonus take care of the Accuracy, and just slot it with 2 lvl 50 Recharge. That way you then stack it. 1 x is Recharge boost. With Sprint is roughly Jelidan on a slow day or SS speed. 2 x is Cyberman 8 speed (aka Speed Cap). 3 x is Hasten recharge bonus and Sub orbital Speed. (You know how annoying speed boosted Tasoo are? Think of a Nene going about 60% faster then C8 at full throttle. Capped speed is 92.5 MPH, 3 x Siphon with Sprint gives an uncapped speed of 155.9 MPH. (Nene after too much sugar maybe?) )

  • Increased Density
    • Here my slotting is significantly different to that of Wire's. If my memory of the rules regarding the Aegis Unique and the Impervium +Psi resist and the Steadfast Knockback Protection, they will not work as intended in Increased Density. Same with the Steadfast Unique, but I left it there in case I was wrong. Let me explain. Those IOs basically operate on 120s timers and are best located in autos and/or toggles that affect yourself. Increase Density is a Click power that affects others. Hence I doubt that the bonuses will be constantly applied unless Net buffs someone every 2 minutes. I could be wrong though. (Which does happen occasionally)

  • Combat Jumping
    • Gasp! Six Slots! The Servers are Crashing! ... Sorry had to get that out of my system. Now then. Recharge bonus, 4 x LotG for the Accuracy bonus, the Kismet Accuracy Bonus and the Karma Knockback Protection. Note, from memory, (I'd have to go look it up seeing that I'm writing this up offline) some of these IOs run on the 120s rule, while other are global 'always on' bonuses. Also since you are running Acrobatics the Karma: Knockback Protection isn't strictly needed.

  • Speed Boost
    • With 2 slots there's not a lot you can do, Frankenslot and move on.

  • Transference
    • 6 slot it with Efficacy Adapter and move on. Really its one of the corner stones of Kins, which allow them to got lolstamina. 6 slotted like this is +200% accuracy (factoring in the bonuses) every 16 seconds for 99 points of endurance? Yes Please! And the great thing about Transference, it even works if the target has no end, if I remember correctly.

  • Tesla Cage
    • The first of the purples. You have 2 choices here. One way is to 4 slot it with Unbreakable Constraint and a End Mod for the Accuracy boost with a end drain. Or 5 slot it for Recharge boost.

  • Short Circuit
    • You could put another 4 x Armageddon in here if you wanted to forgo the end drain aspect, but I figured you rather didn't. 4 x Performance Shifter makes this a draining monster.

  • Fulcrum Shift and Acrobatics
    • Extra Slot for End Redux. Note with Acrobatics running slotted like it is in this build and with the Knockback IO, you have a total knockback protection of about mag 14. Knockout Blow is Mag 5.

  • Thunderous Blast
    • More Purple Goodness! 4 slot for the Accuracy boost.

  • Electric Fence
    • Purples. 4 slots. Accuracy. Are you sensing the theme yet? These ones should be fairly cheap if memory is right, at the recipe level.

  • Charged Armor
    • Here is were I placed the Aegis Status unique and the Impervium +Psi Resist. However Mez resist of only 5% is very little. You can and will get mezzed through it. Bonuses here is a speed boost to make C8 jealous of Sub-orbital speed and a recovery boost. Oh yeah, Also has 42% resist to Smashing/Lethal and 31.8% to Energy damage.

  • Power Sink
    • 3 foes and you recharge your end.
