Kay, after having played around with Mids a bit more, and finding options that I was blind to previously, I came up with a halfway done build for my DB scrapper.

After just having picked up Rise to the Challenge and how much that acctually *sucked* when getting put to sleep/stunned/whatnot against freaks, I'm thinking a change of order might be coming. For now though, this is the order I picked out when I first made the character, halfway filled with slots/enh for a moneyed marketeer.

Focus is on, in order:
+REGEN! Gimme More!!!
+RECOVERY! I'm dying from no End here!
+HP! I've gotta outlast everything I comes up against!
And finally,
+ACC! Gotta be able to hit mah target, yah?

Hope you don't mind, but this build intrigues me enough that I want to play around with it in mids.  now, mind you, I tend to take builds apart with a rusty spork.
First off, what you should slot for.  Regen and HP should be your main worries.  Recovery should not even enter your mind.  You are willpower.  Your native recovery is the ENVY of every other scrapper set besides Regen. Especailly with taking both stamina and quick recovery.  I myself run a Broadsword/Willpower scrapper.  Broadsword sucks a lot more end/attack than dual blades does.  On her, I run nine, NINE toggles. Her blue bar doesn't dip unless she's up against something that drains endurance, that is if they live long enough to actually drain anything from you.
Back to dual blades/willpower then. You do not need to worry about +rec, though you will want to keep an eye towards -end cost in your toggles. Willpower is a demanding secondary, every power except one is required (resurgence).  Dual Blades is a demanding primary. To make use of the combo system, you will need every attack except one (confront). Hence we're going to be talking about a TIGHT build.  Do-able, definately, but tight.

This build has every power that was posted in your build, just in a different order. No, I didn't put anything into the slots.  This is the quick and dirty breakdown.  One thing to remember is that you don't need stamina at 20, quick recovery is actually much better than stamina.  By the time you do need it, when you pick up more attacks and toggles, you have the free space to get it without sacrificing anything else.  This build also gives you access to all the combos as they come available.  Sweep will be the last one available, but that's because your lvl 32 power is the opening attack for sweep. You won't be able to actually do a full sweep combo until 35 however.
Slotting... I'd suggest +damage, rech, acc for the attacks.  -end cost for all the toggles. of course, fill all of your auto powers (FH, QR, health, stamina) to the gills with heal and end mod IOs.  This build should get you pretty far.  Smile
Y'know... I've been intending to make a willpower brute one of these days... and this build is looking pretty good for that... *stealz*

I agree with everything Uni's said. Not sure about her suggested power order - there's a few things she's done that I definitely wouldn't do. BUT this is purely personal preference. Basically, I wouldn't put the defensive toggles off so late, BUT that's really up to you...you need to decide if you want to prioritise Stamina, your defenses, or your attacks...either way, SOMETHING has to give.
Let me cross-link you to this:- my Elec/Willpower brute build
It's built to maximise +regen and +hp, more or less. I don't pretend that it's the best build ever, but aside from the uniques (which I mostly acquired with merits), it is reasonably affordable. The uniques are really quite optional to the build.
Trust me when I say that you don't need to worry about +recovery slotting on a WP - your IO'd endrec in the attacks and toggles will be sufficient if you're running Quick Recovery / Stamina - I don't even notice when Strength of Will crashes, typically.
Here's a quick and dirty conversion to DB/WP scrapper, utilizing similar IOs. Please note that this build runs up against the maximum set bonus limit in a few places - where they overlap I've chosen to use cheaper sets:- eg. Titanium Coating and Kinetic Combat's bonuses instead of more Mako's (Freebird also conveys the same +HP bonus, if you reshuffle slots this may be a good alternative to the three above sets also)
This build includes some uniques, specifically Numina's, Regen Tissue, and Steadfast +3% def. These are the most expensive part and are optional.
Bear in mind that I only spent 15-20 minutes on this, so I don't promise this is optimum in any way. Indeed if I were doing it myself, I wouldn't try to take all the combos - you can really safely drop one or two..
Anyway, this build gets you a bonus 386.5 HP (28.9%) HitPoints and 138% (7.71 HP/sec) Regeneration (with the uniques, mind) - also a small chunk of +def to energy/negative. If I could fit in some Fire/Cold defense, trust me, I would. Indeed you may want to consider swapping out some of the Titanium Coating sets - perhaps put in Freebird into your Fly/Hover again. That'd let you use the Aegis three-slot bonus in some resistance powers. If you're not using the Steadfast unique in High Pain Tolerance, I would DEFINITELY slot an Aegis set in HPT.
Why? Well, your protection against exotic damage isn't that great on a vanilla WP build. Taking Weave and running Hover helps, but a few set bonuses can really boost what Heighted Senses does to you versus exotic damage.

You don't really have to take *all* of them. The recommendation I've seen is to pick the combos that will be most useful to you, and take the appropriate attacks.
