As noted elsewhere, new Corr duo, GenerIO build, looking for set recommendations or GLARING FLAWS IN LOGIC.

Arctic's designed to multi-role a bit more then Blight, with the holds handy for playing Controller-lite, the Cold Domination bits to both debuff and buff
allies(in addition to the Leadership toggles) and as much damage to go with exploiting those debuffs as I can cram in. Patron Pool is thematic, because really,
I couldn't pass up the chance to get Hibernate on her.

Okay, I'm commenting on this based on Ice Blast; I don't have any experience with the Cold support secondary, so I'll leave that to Fox or something. He's got an Ice/Cold.
Anyway...I've already commented about inadequate damage slotting in the other thread. I won't repeat that here; besides, as you say, this is intended for more of a multi-role.
I do note that you've actually slotted more damage into your AoE attacks - Ice Storm and Ice Breath have two damage enhancements, versus the solitary one in your single target blasts.
That's kind of backwards. I know that I was singing the virtues of an AoE-centric strategy in the Rad/Rad corruptor thread... but the thing is... Ice Blast is considered the king (or queen, depending on your preferences) of single-target damage. It is regarded by some as the best single target damage set - due to the short animations and high damage of the three single-target blasts.
The conventional wisdom is to max out Ice Bolt, Ice Blast, and Bitter Ice Blast for damage and make those your mainstay, possibly with a range enhancement or two in Bitter Ice Blast. On that note, I think you've left Bitter Ice Blast too late in the build; I'd pick it up earlier, perhaps even over one of the AoEs. But that's your choice, of course.
It does bear mentioning that Ice Storm in particular is better for corruptors than blasters/defenders, due to fact it Scourges pretty well. So it's fine putting emphasis on that one.
I would, though, go ahead and put three damage enhancements in Blizzard. Blizzard is the highest damage AoE attack in the game. Seriously. If it's allowed to complete all the damage ticks, it is the highest damage nuke in the game. So max that sick puppy out. If you must enhance the debuff aspect, I highly recommend putting a slow enhancement in it, not a ToHit Debuff.

The main reason for Bitter Ice Blast being so late in the build is that it becomes available at a nasty period in my usual level progression: level 18.
However, by doing a little shuffling and taking one of the two support shields a bit later, I can actually fit it in AT 18 and not have to put off Stamina any.

However, shuffling a few slots around to give the single target blasts double damage IOs is easy enough. I usually stop at two level 50 IOs because those tend
to run right below the sweet spot of ED nerfage, and at least with Cold, Arctic has a bit of benefit from debuffs to make up the difference.

Yeah...you're right, really. The final damage difference between, like, 85-ish% and 95-ish% isn't that different, and you're getting the former with two level 50 IOs. In most cases, anyway, for most attacks.

But that 10% can be a massive difference for really high damage attacks. It depends.

As for delaying BiB or the shields - well, as I said in the first post, it's your choice and priorities. In the long run 26 might not be that long to wait, if you want the shields earlier... it all depends, not just what you wanna do, but also what you can live with.
