Ok, after browsing the forums and getting nowhere, and having to re-roll twice I am officially asking for a bit of assistance. Yeah, laugh it up - one of them was chalked up to 'testing' the limits of the tutorial.
Anyway... May I present: Baron von Black. I honestly don't know if he's Resistance or Loyalist. On the one hand, he sounds Loyalist... but if he's Resistance - he's got almost perfect cover.

I trained to be at the peak of physical perfection and prowess. Only through the union of mind and body can one succeed as demonstrated by our beloved Cole when he brought Praetoria out of chaos.

When one of my underlings brought me some gloves and a suit that would better channel my energies, I did want any loyal did – I used them for myself and put the underlining back to work. Now I will use my fist to aid Cole in rooting out those that would corrupt this paradise and seek to corrupt any world.

He's old money, and has steampunk gloves and sleeves and lives for taking matters into his own hands. I made him since I wanted to use the Baron w/vest outfit.
Now then... he's an Kin/Will scrapper. Point to note: I got up to lvl 11 on the Fight club and didn't take Power Siphon... silly me - at that time I was playing it with /DA flavor. Nor do I have any clue how to play a /Will scrapper.
Basically - HELP!
Get in on the ground level and go nuts. Only limit is this: In all my years of playing CoX I have never seen a Numina or Miracle unique. And while I suppose I could market PvP for a build... I do have other toons to play.
Here's my current attempt to plot out a build for him. You'll notice it is incomplete. Shuffle slots, powers, redo him... the works. Help! And any leveling advise would be much appreciated to. How to get from the TO to the IO shouldn't be a problem... but Goldside is Hard mode.

I'm writing this up from my phone at work, so I'll actually get cracking on the actual build a bit later, but we'll start with the basic things, since I have quite a bit of experience with Willpower

First thing I can suggest is that, for the most part, you want to get any of your secondaries as soon as possible. Putting Stamina off until as late as 26 or later is perfectly fine, given Quick Recovery actually produces more recovery and can keep you in the blue for most of your early career. But WP pretty much needs their entire secondary for their best protection numbers.

Your two "optional" powers are Strength of Will and Resurgence. Strength of Will is a good one to put off until 49 or 50, as it only needs basically two recharge slots and you're good, possibly some generic resist IOs if you wanted to buff it a little more. SoW is essentially your god mode, but really all it does is take the edge off for a second and let your natural regeneration and such catch up with the incoming damage.

Resurgence is a self-rez, and I've yet to have a /WP character that's used it, not because I have anything against self rezzes, but simply because you can better reinforce your survivability with other powers. Sadly, there's no Level 51 power slot to pick it up.

Tough and Weave are both good additions to your armor toggles, and with Stamina, QR, and Physical Perfection, you'll have the end to support them. Physical Perfection, you want to slot maybe enough to push you into the yellow for recovery, and then give every other slot into regen. Another regen power is a godsend to /WP. Especially an auto that costs no endurance, as Rise To The Challenge suppresses and turns off when hit by stuns and such. Not as prevalent outside of PvP, admittedly, but better safe than sorry, and too much regen is like too much money: whoever says there is such a thing doesn't have enough imagination to think of what you could do with it.

For set bonuses, you want Max HP and Regen rate boosts, as that's your primary form of damage mitigation. WP has some Res and some Def, but those synergize to mitigate your incoming damage enough that your regen can heal it faster than you take it. High Pain Tolerance is a Max HP increaser, so three slot it at the least with Heal IOs. Health, similarly, should be three slotted as it increases your regen rate AND max HP.

Now, as for Kinetic Melee, I haven't played with it exceptionally much, but I have the basics of how the powers work down, so here we go:

Quick Strike is your standard Tier 1 attack. As with most Kin Melee attacks, it does a damage debuff once Power Siphon's active.

Body Blow is your standard T2, but differs in that it has a stun component that QS lacks. If you have to choose between these due to fitting in a power elsewhere(which you can do, given Kin Melee is your primary), I'd suggest this one just based off of that. Stun is damage mitigation you can use.

Smashing Blow: Same as above, just with a bit more oomph.

Power Siphon: NOW we're cooking with gas. This is your Bread and Butter Buff, and one of Kin Melee's crown jewels. When this power's buff is in effect, you get a small To Hit buff, similar to Build Up, and all your attacks now do -Damage Debuffs, while buffing your damage. Not only that, but you can stack this effect five times depending on how fast you can click it. Hasten and Recharge bonuses in your sets would definitely be useful for this, because you can be certain stacking it 6 times over is unlikely to happen but will keep the 5 stacked bonus going longer.

Repulsing Torrent: Mmmm....smells like CONTROVERSY. Repulsing Torrent is alternately loved and loathed by the playerbase during the beta, because it has one of those nasty attributes: Knockback. If you've played a Claws toon and ever used Shockwave, you know exactly what this does. Torrent from Dark Blast and Energy Blast is similar, but this has much stronger knockback and a wider cone. Personally, I absolutely adore this attack, though you don't want to abuse it too much unnecessarily. As a /WP, the more people around you, the better for your regen rates, so use it on groups to keep them away from you while you finish off one mob, or to juggle Bosses, EBs, and unique mobs like Sappers, and Sky Raider engineers, or to scatter Ghouls as you kill them so they don't heal their buddies.

Confront: Worthless, IMO. You're not a tank, so why do you need Not!Taunt?

Burst: This, now, is a fun power. Your PBAOE attack, it also does KnockDOWN, not KnockBACK, so it's essentially Kinetic Foot Stomp. This will keep enemies from damaging you while keeping them in range to fuel RttC. Learn it, love it, live it.

Focused Burst: A single target Knockdown isn't that great, but this is essentially your equivalent to Broadsword's Eviscerate in terms of damage output, while possessing knockdown instead of knockup.

Concentrated Strike: On the one hand, this is your Tier 9 damager, so you'll be bringing this in to drop the pain on a single target's head, obviously. But beyond that, if it Crits, you instantly recharge Power Siphon, so keep an eye out for that. You don't get the double damage most Crits get, but an added Power Siphon will give you more DPS in the long run.

This is for my Kin/WP broot. Scrappers might have a touch different number setup, but the powers are all the same, in the same order. It is largely defense based, and banking on the fact that a large majority of attacks have a smashing or lethal tag. As for the uniques, if you don't want to get your hands on those (use merits?), I'd suppose just replace them with another one from the set to preserve the bonuses.
(Also, could you use some darker colors on your next export?)

This is the build I came up with. Its sorta half way between both I think. Its not as defensive as the Kin/WP brute but it almost is, and it doesn't have the Regen that OpMeg's build has, but it almost has. I feel that its sorta the a halfway ground.
Yes, there are unique-s in it as I was recently told of the easy way to get them - morality missions.

Righto - Going through what I see here:
1- YE GODS MAN WHY USE SOs?! (On second thought, why use level 30 IOs?)
2- I'm not much a fan of procs, so I'd recommend you swap the KD Bonus for a Mako's Acc/End/Rech in both Body Blow and Smashing Blow
3- You have a End/Rech IO, alone in it's set .... In an Auto power (Health)? That's an empty slot right there. Either swap it to something that'll actually do stuff (Heal IO, better yet the +Regen from that set) or pull the slot for another power.
4- You might be able to squeeze a little more regen/MaxHP if you threw some sets into your High Pain Tolerance and Fast Healing
5- If you pull a slot for somewhere (I choose hasten, put its slot in Quick Strike, and pull the 46 one for Stamina) and drop it into Stamina, you can get some lovely bonuses from Efficacy Adapter (Regen, MaxHP, Recovery)
That's about all I've got for ya. Hopefully you don't mind my little freakout about SOs.

Nah, I don't mind your little freak out. Trust me, I've had many of them myself.

Why use SO in a build? They are basically placeholders. Hasten -> Recharge goes here.

Why use lvl 30 IOs in a build? If I remember correctly, a level 30 IO is basically the same as a SO that never needs replacing and the game is 'supposedly' balanced around SOs. That and I still haven't gotten my head around what level IOs would count out when you go into Bloody Bay or exp down.

3- Whoops... that was suppose to be the +Regen from that set. I did previous have it in High Pain Tolerance along with some others from that set, but I got better results with just plain IOs in High Pain Tolerance.

While I don't design for PvP, I keep Bloody Bay in mind - I would like most of the sets to work there... and I'm probably gimping myself in the process... but what's a few percentage points?

5- Hmmm.... that means the Hasten is 10 or so seconds longer on the recharge. Interesting. While there was no way I was going to get Perma haste, it does grant those juicy bonuses.... something to consider.
