Dren? Help? All I really know is that Min's not as survivable as I think she should be. That and I have no clue what sets I really should be thinking about, most of the start on these were based on what She'd gotten as she worked her way up the ranks.

Shield has pretty poor hybrid of defense/resist, but it's possible to pump the defense up there. As an overview of the changes I've made:
1) Ditch Lightning Clap. A no-damage attack does not belong on a scrapper

*nods* Definatly intended to ditch hand clap and 'Port Foe from the get go... But I love my One with the Shield; its been the one thing that's saved my bacon more than once. If anything, I'm thinking maybe ditching Phalanx Fighting since the times when we have more than one Shield toon on the team are becoming more and more rare?

Phalanx Fighting is whenever you're near any teammate, regardless of AT or Powerset. It'll kick you up 5% per person, though the likely max'd be 3 or 4. I'd keep that. Also noticed I missed a Touch of Death in Charged Brawl, fixed that, though you could ditch that if you wanted to keep the God Mode. Grant Cover and One With the Shield are the only two real disposable Shield powers though.

The thing about IO'ing for survivability, particularly +def, is that you can get enough standing durability that you effectively don't need the godmode Tier 9 power any more.

Like Acyl said, you can easily slot out for significant survivability if you want, and that's kinda what I did here. The big ticket items are *keep Phalanx Fighting*. This build isn't soft-capped, that wonderful number of 45% where everything above it is just protection against -Def attacks. However, that's because the default state of Mids registers you in a vacuum. Stand next to one person and you're softcapped. Stand next to two people and your defense goes nearly into the 50s. Three people and you need dedicated -Def debuffs like Radiation to drop you below softcap. 

Now, I left a few things in there I wouldn't use myself, just because it's your build and presumably you use them for something, but the slotting on Energy Torrent seemed a bit odd. But as a "get away from me!" button, I suppose it makes sense, even though a Shield scrapper generally wants as many people around them as possible to fuel Against All Odds.

The big thing with Elec/Shields, however, is that you need as much endurance as possible to keep your shields up, and as much def after that to keep you standing upright. Which is basically what I went for when putting this together. It doesn't use Gladiator's Armor, the PVP IO set, because that's generally a pain in the ass to get IMO. But it does use Kinetic Combat, which may be a bit more expensive. However, you could easily sub out Crushing Impact for Kinetic Combat and rely a bit more heavily on Phalanx Fighting for softcapping duty. Everything else is pretty much in the sub-purple price range. With a couple 50s, you should easily have enough cash to afford it.
