Given that the two dates listed are both a year or more in the past, I'd say it vanished without a trace.

They didn't declare independance, just affirmed their rights under the US Constitution.

In the US, any power not specifically given to the federal government is constitutionally under the states' authority. (Unlike Canada, where any power not
specifically given to the provinces is constitutionally under the federal government's authority.) They're just telling Washington "hands
off".

What Rob said. This is basically "Hi, Mister President. You ain't King George. And you ain't King Barack, either."

I've seen these in several states; most of them went nowhere.
