while on the ITF today, one of the topics that came up was NPC voices, who would voice who and so forth. after the TF was over, Ran and my self took what bits we remembered (the topic was started right before the Romi fight, so some was lost.) and made a list.
then i added a few more cuz i could. Smile
so heres waht we came up with, be interesting to see what you guys think and any sujestions you have for diffrent VA's.
Lord Recluse: Lance Henriksen
Black Scorpion: Ron Perlman
Ghost Widow: Jennifer Hale
Sicciro: Frank Welker
Captain Mako: Scott McNeil
Statesman: Gary Chalk
Manticor: Kevin Conroy
Back Ally Brawler: Michal Dorn
Positron: Corey Burton.
Synapse: Seth Green.
Sister Psy: Venus Terzaro
Miss Liberty: Tara Strong.
Citadel: Keith David
Nemesis: Christopher Lee
Romulus: Brian Blessed

Interesting choice. I probably wouldn't have thought about him, but on reflection I think you've got something there. I think Lance can be quite good at the "quiet menace" sort of villain.

I like all these guys, but I'm going to suggest a Street Fighter style shuffle here.

Why? Cause:
1) When I saw the name Frank Welker in the list, I immediately thought of Mako. In fact, in my internal headspace I realized I've been unconsciously having Welker voice him for years now.
2) Sirocco - I very much see his voice being portrayed in a similar fashion to that of Slade from Teen Titans, and - guess who? Ron Perlman.
3) Scott McNeil rounds it out nicely as Black Scorpion.

Ghost Widow: Tress Macneille (doing her Dot Warner voice)

Shawn Wallace might make a good VA for Nemesis, too. He's brilliant as Vizzini, at the least.

It's actually Wallace Shawn, but he could do a good Nemesis, but I think he'd do a better Clockwork King. He's a bit oily to be someone as supremely arrogant as Nemesis. CK froths a bit more.
A few more suggestions:
Countess Crey: Monica Belucci or Marina Syrtis. 
Percy Winkley: Wil Wheaton (because Wil's in every damn cartoon these days)
General Z: Ben Schultz (aka Leeroy Jenkins)

I also have to take credit for BRIAN BLESSED, and that stems from the TF itself:
Romulus: (Insert the I AM NICTUS bellow)
DS: Did Romulus just order a Large Ham?
Me: So that means Romulus is voiced by BRIAN BLESSED?
But on the Nemesis debate, my vote went to Peter Cullen using his KARR voice.
Also, for sheer wrongness: as Dr. Vahzilok: Tim Curry!
And for Statesman: Tim Daly (the titular role from Superman: The Animated Series)

My personal recommendations:

Statesman/Recluse: these two actually HAVE voice actors in previous works, both in the CoV trailer and the recent Going Rogue trailer. I rather like their takes.

Hro'Dtohz/most Rikti: Frank Welker. Why, you ask? Well, this is the man that did Soundwave...
