Which album?
(I'm seeing in my mind's eye an anime music video with this tune and footage from "Sailor Moon", concentrating on Sailor Mars. Once I learn how to make AMVs, I'll put this on the list... but I need the song in better-than-MP3 quality if I'm going to do that.)

I have no idea. I heard it once about a year ago on WPLJ's "oldies" show, without knowing who it was. It took me a while with Google to actually identify the song and its artist, and then I grabbed a copy off the Net with Shareaza. But if you give me a moment...
Let's see...
Okay, it's a 1988 album called "Donny Osmond" -- which he made with the help of Peter Gabriel, would you believe it? And surprise, surprise, WPLJ turns out to have been instrumental in making it a commercial success.

I remember this song - it showed up in Philadelphia when I was in college, after the WPLJ push.
