I'm just hoping that when the time actually comes to fight Sauron, he pulls out some things that would be a complete OCP for the semi-modern military that the Uruks basically are now.

Even more so when Saruman was the only onewhose people were even experimenting with new things ratherthan justfollowing tradition.

I'd have to second CD- the point is that Center has inspired Saruman to create an OCP for Middle-Earth, and we're observing its use and effects on the world.
Besides, while it might make literary sense for Sauron to create something equally OCP (and thereby restore dramatic tension), how would that be possible? By this point in the setting, Saruman has been in Middle-Earth for about two thousand years- sent there, I might add, specifically to oppose Sauron. I'd say he would know virtually all that the Enemy can do (or, more to the point, can conceive of doing), and he's clearly briefed his Uruk-hai.
Look at the fight in Moria. The Balrog is powerful, beyond anything that Saruman's armies can contend with... but it is known to them. They understand it, its capabilities, and its limitatations, so it's hardly an OCP. If anything, it's an OSP- Out of Scope Problem.
I would not be surprised if the Uruk-hai continue to dominate the innumerable hordes Mordor tends to use against armies, as they were created to do... only to earn the personal attention of some Nazgul, or drive the Dark Lord to throw a(nother) Balrog at them.

I've been writing a bit.
Another problem Saruman has is that he has a (few) thousend very high quality troops, but they have very limited logistical support once they leave Isengard. Food and water isn't the problem, true, but ammunition is, and they can't just roll into town and expect to have the thousends of rounds a major battle would require waiting for them, or the expertise and resources needed to make them in sufficient quantity and quality available right then and there.
He's very much vulnerable to getting his supply lines cut off and his forces would be stuck with defending themselves while wearing light armour and wielding clumsy short spears against much better trained and equiped melee troops. It would be costly as hell for Sauron and require tremendous discipline (or just plain fear) on the part of his forces, but it's possible.
