They animate when flying or falling, and can be tinted with two colors to match the rest of the costume. They are available to all characters on a qualifying account, regardless of their actual level. Yes, players can make a level 1 character with wings.

Am I correct in understanding that you can only change your title at the levels where it gives you access to a new set of them? (Unless, of course, you haven't gotten one.)
That's the thing that's kept me from getting one for anyone. I know I'll change my mind about it sooner or later.

Huh. Wings at 15 months. Y'know, I ain't sure if I qualify yet. I've been playing since July or August 2004, but off-and-on. Lotsa interruptions. I really dunno what the total time is. I'm guessing I probably qualify, and even if I don't, I gotta be real close...
But hey, the character I really want wings for is Space Mage...for her level 30 costume. And she's only 24. So I figure, by the time I get her there...
