I haven't seen Evangelion or any of the variations on the theme (Yes tsk tsk, I should be watching more anime and while I am at it playing more video games.)
From what I know about it, are they taking the piss by displaying Rei next to a plug-in hybrid?

You aren't missing much, really. Eva's rep is because it's "the show that saved GAINAX" and "the show that Hideaki Anno used in place of therapy", rather than because it's a "masterpiece of modern anime" (which IMHO it isn't).
