Apparently, Tommy Lee Jones and Hugo Weaving are both confirmed for the move.  And public opinion seems to be leaning toward Jones likely playing the Red Skull.

...No, Weaving has been hired to play the Skull.
It's perfect really: no makeup needed beyond painting his face red.
Also, for any Doctor Who fans in the audience?  The guy who played the Dream Lord this season will be Arnim Zola.
