The tariffs would then be implemented by July 1, the report said, which is also when a new Canada-U.S.-Mexico Agreement on trade is expected to take effect.

Not even then. Those of us who voted against Buzz Windrip still didn't work hard enough to keep him from being elected, and yeah, I'm looking in the mirror as I say that.
We've proven the current generation of USAian voters are stupid, lazy, and/or bigoted people who can never be trusted again, so long as we live. Maybe our descendants, fifty or seventy-five years from now, will have earned the world's trust.
More likely the ruins of the U.S. will have been invaded and enslaved by that time. The planet is full of people who've learned to hate the "United States." Does anyone imagine that, after Windrip's insults and threats, NATO would mobilize to come to our defense against an invader anymore?

Yes.
Because for all that Windrip is an asshole, NATO is a mutual defense agreement. And if they don't honour it for one member, no member will honour.
NATO won't bail out the USA for military adventurism. Especially not with the likes of Trump at the helm. But strike at actual US territory? Unless the USA forsakes its oaths, you can bet the rest of NATO will heed their own.
And frankly, if the USA has fallen to ruin, so has much of the rest of the world. It's a keystone in the world economy, like any major trading block.

Most of NATO is currently mobilizing to support Black Lives Matter. At least by citizens in the streets. So it’s kinda hard to believe this hyperbole.
Meanwhile Canadians made a deal with a known con man, thinking, “it will be different this time.” It’s hard to feel too much remorse for a government that willfully let itself get suckered.

Looks like the options are clear... don't trust us again, and start crafting agreements elsewhere in an effort to remove the U.S. as a potential part of the supply chain. It may well mean having to beef up seaside ports and shipping agreements to avoid having stuff going overland.

I've seen an analysis of what this would mean to Canada and the USA, based on how much aluminum is produced and used by both countries, and exactly who uses it.
You know what? Go ahead - cripple your military procurement process and your automotive industry. Your producers can't possibly pick up the load.

He's gone and done it.
We're planning countervailing duties - one-for-one, no escalation, because we figure that the Nicknamer-in-Chief wants us to help distract you from the mess he's made of the coronavirus response and we're not going to give him that pleasure.
EDIT: Oh, and the Deputy Prime Minister pointed out in her speech on the matter that his announcement was made in a plant that will be directly and negatively impacted by the tariff.
