Sadly, Waltersobchakeit is not actually a German word, nor does it mean that.
Given the first two syllables, I thought it was likely to be the name of someone the OP actually knew who acted like that.

When I Googled it, I found that it's based on the name of a character from The Big Lebowski. Someone else will have to tell me if he acted like that. Not all of them are enjoyable, to my tastes, but "The Big Lebowski" resonates much in the same way that "Big Trouble in Little China" does. Not only is that truck in the background of that shot, but I think it may have a snow machine mounted on the back. Look at the plume behind it in the shot. In which case, it's supposed to be there. We're just not supposed to see it.
