Brexit or Breaksit?

I really am surprised that every vote on Brexit in the UK parliament is not a vote of no confidence. Given the impact on the nation will be considerably larger than any yearly budget and every budget has to be a confidence vote how can they get away with constantly voting down the government while still claiming the government is in charge?
