Really, they're pirates more-or-less in name only. Note that Rule #6 mentions "muderin' pillagin' pirates of old". It's one of those cases where the outlaws reform themselves into legitimate business people....
....At least as legitimate as you can get while being a bunch of fun-loving crazies.
It's like the case of that one Dutch ship in Pirates of the Caribbean that, in order to avoid the steep port fees and tariffs imposed by the Dutch East India Company, they decided to make their next port call in Tortuga despite it being a pirate port... And made out like bandits.
(Before they ran afoul of Davy Jones, anyways.)
