At least Colorado has severely restricted qualified immunity defenses in the case of police use of force. They're also demanding that by July 2023 all police officers have their body and dash board cameras rolling whenever they are interacting with the public (the delay due to logistical issues no doubt) and have immediately restricted the use of force to very specific circumstances.
