You mean like WP's Be Bold thing, don't we already have something like that? If we don't I have no objections to it, as long as the rules are clear bright line.
Don't want a situation where LT and the new users butt heads because the latter "boldly" took TVT content and copypasted en masse.

That's why I couldn't find it - it's part of a larger page, not a page on its own.
I just made a slight change to it, though: The sentence "You don't need to ask for permission to do something here." is now "You don't need to ask for permission to do something here, as long as you don't break any of the rules that we have to protect the wiki for everybody."
