In English, this is true.

However, most other Germanic languages would pronounce that twenty-two-and-twenty, and the first twenty marks how many hundreds you are talking about, so you'd have to contort your reasoning to figure that to be something else. And the words that mean 'again' don't have a homophone with the number 'two' either.
