Technically, it could happen... but it takes a day and a half to drain an oil tanker, and the same time to pump one full of oil, and then there's the matter of trucking the million barrels of oil around the strait. And that's one tanker, not the twenty tankers a day.
It might be faster to build a pipeline instead of trucking ... 14 million? ... barrels of oil a day. That would only take five to ten years, assuming nothing goes wrong.
