In a world borne On The Shoulders Of Titans (all kaiju are true), even the Monarchs know they can die, so it makes sense to establish a Regency.

Any regime or realm that hopes to withstand the ravages of time needs one thing. One thing more valuable than even the most powerful of rulers.
It needs continuity, it needs inheritance.

What is built by one generation will have to be safeguarded and improved by the next, anything else is the folly of man.

Notes:
I generally like the idea of Godzilla being a parent, but I don't like how often that is used to anthropomorphize him, instead of bein used to deepen exactly how much of a unique creature he is. That story is an exploration of that alien parenthood, through the eyes of everyone but the Big G himself.
