You don't get it, it's deliberate. That's the Republican's whole gimmick since Reagan: cut taxes and borrow like crazy to make up for it. Then when Democrats come into power, cry that the deficit is untenable and that government services must be cut to reduce it (any increase in taxes is of course anathema). After Democrats balance the budget, win the next election by promisiong more tax cuts. Rinse and repeat.
