It is Doug, in fact. The "previous metahumans" within this context are Legion and Twister (as both Valanna and The Crystal Knight), along with Madigan (who is a powerful psi). Not to mention officers Wadderson and Bochinski, who are also both technically metahumans.
Doug's a mystery because he's not known to either of the other two or their support staff, since his fanfiction presence postdated both of their departures from their home continua. And because, since he's not an otaku avatar, he hasn't heard of them and tried to contact them.
