I'm in a Werewolf LARP where our GM is prone to frequent corruption in a similar but different vein (well, his girlfriend claims to bribe him with sexual favours but I don't think he's hurting there anyway ;-) ).
The theory is simple. Once Dave has had a couple of beers he can't win tests to save his life. Therefore he almost never has to pay for his own drinks. The announcement that 'I'm killing your characters this game' is usually followed by half a dozen players pulling out wallets to contribute to getting him sloshed.
We've had exactly one character killed in-game (as opposed to because their player quit) in the four years I've been in the campaign. That's a lot better than most rival games (we're part of the Camarilla if that means anything to anyone).
