If people liked the concept, Rule 1E should be revised to allow the intelligent weapons idea that came up in another thread.
Rule 2A conflicts with established characters, as someone has already pointed out. The Saiyajin, the Jusenkyo curse, and a couple others. I would suggest it be changed to:
