Heck, he considers two of them his adopted daughters. It's a financial thing: if an AI handles the job 24x7, then it's working three shifts, and Noah would have to pay overtime and double-overtime.
(Of course Stellvia's AIs get paid. On Noah's station, electronic people are still people, just like the meat people are people. Which, I suppose, might make Stellvia a possible station on the Underspace Railroad to Metropolis...)
