I Cylon design is kept under ultraviolet security for a couple different reasons - most of which circle back to fear that such an advanced design coming out so quickly could lead to people asking uncomfortable questions about Black Mesa. In accordance with the Soviet's "release all the science" stance, bits and pieces of the design are open-sourced piecemeal over the next few years.
Sora's Mk. 0 body (which is really about 50% of a Mk. I built around AC's pioneering design work) provides valuable test data for future marks of the neo-cylon design. As of 2022 there's a half-dozen Mk. Is running about the place, mostly incognito.
