These are skin temperatures, temperatures of the top millimeter of the land or sea surface, not actual air temperatures. It does cover both of his statements, though.

This abstract from Science states that several ice sheets are gaining significant mass, enough to show that the recession of ice since the Holocene may be ending. IIRC, in another discussion of this buildup, some other excerpts of the article stated that this is due to the glaciers being somehow slowed. We're leaving a 'purge' period and entering a 'binge' period.
