Because it wouldn't work, is why.
Well, let me clarify that. Could we impeach the bastard? Sure, probably. There's enough votes in the House to begin impeachment proceedings. But impeaching isn't an end, only a means. In order to accomplish the desired end - Bush out on his ass banging a tin pot for pennies - we need to not only impeach but impeach and convict. That requires a 3/4 majority vote in the Senate and the votes for that do not exist. The Democratic majority is too thin and the Republicans - greedy murdering scum that they are - will immediately close ranks behind El Presidente if he comes into real danger. A vote to convict will split down party lines, and that's not going to be enough. Plus, there's the outside chance that going after Glorious Leader might give new direction and strength to the Perpetual Martyr's Party.
That's the logic behind it. You may disagree with it (and I do, to an extent) but on the whole it's a sound enough tactical judgement by faction leaders who are in a growing but not secure position of strength. That it means George W. Bush and all who follow his bloody flag will not be punished for their actions against the United States and the rest of the world is a bummer, but I'm willing to exchange it for a chance to undo the damage his creatures have wrought over the last eight years.
...personally though, if Bush and his cronies got the Benito Mussolini retirement package, I would not shed a single fucking tear. Good riddance.
