IIRC, the area that is outside the War walls is all now, 'Unreclaimed' land, IE, so devastated by the First Rikti War that there's not much left
but rubble. The 'Official' reason is so that they can pop up zones when they need them, like how the Hollows was carved out of same plot of land that
looks to be near-or-occupying the dot of land that is Outbreak.
